
As one federal Opportunity Zone program nears its sunset, another is shaping up to take its place. Texas Gov. Greg Abbott has nominated 605 census tracts for the Opportunity Zones 2.0 program, according to a statement from his office. The revamped tool, created through the One Big Beautiful Big Act in 2025, updates and makes permanent the original program, established in the 2017 Tax Cuts and Jobs Act. The program was first created to encourage investment in low-income areas by offering federal tax incentives — such as capital gains tax abatements — to stakeholders who invest in the Opportunity Zones.
