The documents also detail an encounter at Swalwell’s apartment that he said he barely remembered after taking Ambien. But the investigation went far beyond their personal relationship. FBI records examined alleged campaign contributions, internship referrals, Fang’s political connections and her suspected ties to Chinese intelligence. The files say investigators ultimately found no evidence that Swalwell committed federal corruption violations or participated in a quid-pro-quo scheme. Swalwell was removed as a subject of the investigation in 2017.
